The bill text on that page says motorcycles newer than model year 2000:
Existing law exempts from biennial inspection all motorcycles until the department implements test procedures applicable to motorcycles. Violations of smog check requirements are a crime.
This bill would require the department to include model-year 2000
and newer motorcycles in the smog check program beginning January
    1, 2012.
    (emphasis added)
This seems to mean that the CA EPA would be tasked to develop these requirements so that the program could start in 2012. So somebody working at CA EPA would have to point out the lack of emission stickers, so enforcement of equipment replacement is problematic.

This needs to be pointed out at the hearing. We should be engaging with Lester and the CoC's lobbiest on this now.

There are emissions stickers on CA versions of each model of bike sold here, an example is the Yamaha YZFR1C (R-1 sold in CA). My 2006 GSX-R 1000 has one, Seth's 2005 GSX-R 600 has one, look on your bike frame for a black and white sticker (assuming it's a California bike).

I want to fuck with legislators. If they feel there's a compelling reason to add to IC engine regulations they should be explaining why some engine users are exempt.

I like farmers too, I've worked on farms in the past and have a chicken shit hobby farm currently. They're not likely to be consistent and require smog checks for roto-tillers and lawn tractors, let alone farm tractors. So it is hard for them to say they're doing this for anything other than revenue - it isn't about pollution per se.

I bring up farmers because they could be allies to help us defeat this. It points out that another incremental step is being taking, if motorcycles are regulated they may be next. So help keep motorcycles from being regulated. Farmers are a lot more effective at lobbying than bikers.

I think we all should be supporting AB 357 while fighting SB435. Shall issue CCW needs as many voices as possible telling Sacramento we want it.

have you contacted your Senator and Assembly person?
SLO is Senate District 15 Abel Maldonado. He should hear about your opposition to SB 435. Given his strong farming background the slipery slope argument might be worth a try with his staff.

You're probably in Assembly District 33 - Sam Blakeslee. Support for shall issue CCW should be directed to him.

If SB 435 fails there's no need to contact Sam about it.

Looking around it seems that the hearing on SB 435 will be in the Senate Housing and Transportation committee. In addition to contacting Abel it may be worth emailing the committee chair as well.

Commercial farming and trucking are next on the Ca ARB hit list. Diesel automobiles will also be subject to smog inspections as of 2010. Particle count will be the main issue with commercial use and I'm sure anyone who has a diesel vehicle that has been converted to an illegal gas engine is in for a surprise.

Auto's for the most part are as good as they are going to get emissions wise. They can certainly see some improvements in fuel economy but most modern vehicles I test emit little or no HC at all which is a lot more than I can say for those polluting hippie fucks running Bio diesel which on average put out about ten times the hydrocarbon emissions as their gas or pure diesel burning counterparts. Yes, I have actualy been runnning comparison tests on gas vs bio fuel vehicles of the same make model and and guess what?...

                  BIO DIESEL POLLUTES!!!

We are in a non enhanced area so I can't vouch for Nox. Your vehicle needs to be loaded on a dyno for the Nox emission numbers to mean anything.

I think the point of biodiesel is that it takes CO2 out when it is being grown. Traditional hydrocarbons took the CO2 out in a different geological era.

The particulate matter and NOx is another matter. Modern diesel engines does have better emissions. Willie Nelson soy oil or hemp oil bio diesel shouldn't be worse than normal low sulfur diesel, recycled bio diesel from grease traps is another matter.

Lonny's confirmed my point - CARB plans on going after other emitters eventually. Farmers should be helping us now, show that new emissions laws can be stopped.
